The US government has imposed new sanctions on Russia on Saturday for a chemical attack on former double agent Serguei Skripal in England in 2018, the US State Department spokeswoman said.
 Washington will oppose any aid to Russia "from international financial institutions", will limit US banks' access to Russian sovereign debt and restrict exports of goods and technology, Morgan Ortagus said.
 The measures will take effect on August 19, following a notification from the US Congress.
 The law states that sanctions can only be lifted if Russia offers guarantees that it "will not use chemical weapons in the future" and submits itself to the control of international inspectors.
 In 2018, the former Russian agent and his daughter were found unconscious in the southern English city of Salisbury and were immediately hospitalized in serious condition.
 London accused Moscow of being responsible for the attempt to poison Skripal with a powerful neurological agent - Novitchok - in retaliation for his collaboration with the British intelligence services.
 The case triggered a diplomatic crisis that led to the expulsion of more than 300 diplomats, Russian and Western.
